+# LABOR IDEOLOGY
+
+## INTERFACING WITH SYSTEMS OF CAPITAL 
+while the goal of labor is to never produce capital, in order to ensure the group's survival, it is sometimes necessary to interface with systems of capital. to that end, these are the guidelines with which capital will be generated:
+
+**REQUIREMENTS**
+1. all members of the collective must have needs fulfilled
+2. the collective must maintain a small buffer fund to support machine repair / unexpected costs which can not be fulfilled from the collective and must be imported. 
+3. through collective agreement, the collective may elect to pool a quantity of capital over a long period of time in order to fund imports with a high capital requirement.

+**METHODOLOGY**
+1. generate the minimum number of output units required to meet capital requirements necessary for 1 and 2
+2. once capital requirements have been met, internal production takes priority
+3. should no internal production requests exist - production may begin against requirement 3
+

+> the ordering of 1 and 2 above may shift as internal production begins to overtake imports for fulfillment of requirements 1 and 2
